AIRPORT OPERATORS ASSOCIATION
I. Call to Order President Rex Tippetts called the meeting to order at 8:30 am. Present for the meeting were Rex Tippetts, President; Ron Dent, Vice President; Mike Reisman, Secretary/Treasurer; Kevin Gould, Tim Smith, Scott Brownlee, and Janell Barrilleaux. Guest present was Travis Vallin, CDOT. II. Approval of Agenda Rex Tippetts asked for any additions or changes to the agenda. One addition was made to include the fuel tax issue. Tim Smith moved approval of the amended agenda. Janell Barrilleaux seconded the motion. The motion passed unanimously. III. Minutes: January 25, 2005 Board of Directors Meeting Rex asked for any additions or amendments. Scott Brownlee motioned for approval of the minutes. Ron Dent seconded the motion. Motion passed unanimously. V. Reports of Officers and Committees a. Financial Report Secretary/Treasurer Mike Reisman presented the financial report as of May 31, 2005. The association first few months of the year has a net income of $12,039.58 and summary balance sheet shows total liabilities and equity of $50,479.68. After additional review and discussion by the Board, Ron Dent motioned for approval of the financial report. Janell Barrilleaux seconded the motion. Motion passed unanimously. b. Conference Committee 1. Spring 2005 Janell Barrilleaux discussed the current Spring 2005 conference in Winter Park. There are 126 registrants for the conference and the facility as well as the Board are excited about the turnout. The conference will be making a profit for the Association. 2. Fall 2005 Travis Vallin reported on the Fall 2005 conference in Denver. The Embassy Suites is reserved for the event October 13-14, 2005. Travis is trying to encourage Congressman John Salazar to speak at the reception. Congressman Salazar is on the Aviation Subcommittee. Golf will be organized by Janell. The conference will include the grant hearings for the Division of Aeronautics. The overall format of the conference and the duration of the conference will remain the same for this conference. 3. Spring 2006 The Spring 2006 Conference will be held April 3-5, 2006 in Aspen and will be a joint meeting with the NW Chapter of AAAE. Rex Tippetts will be contacting three hotels with three different price ranges to reserve space. Rex will keep the Board informed of progress and will be working on the agenda within the next few weeks. 4. Fall 2006/Spring 2007 The Fall 2006 Conference will be held somewhere on the Front Range and again will be in conjunction with the grant hearings. Spring 2007 Conference will be held at a site to be determined after additional discussion. No other committee reports were given. Other Business Special Traffic Management Program – Rex requested that another meeting be held in the Fall regarding this important issue. Air Traffic Control will initiate the meeting and Rex will keep the Board informed as to when the meeting is held so that all interested parties may attend, including airports and FBO representatives. Travis Vallin added that NBAA has some upcoming events that they would like to have a panel discussion on this issue and they have asked Travis to start talking to the Colorado aviation community to be involved in the discussion. Rex and Mike have hired a new Executive Secretary for CAOA, Traci Plunkett. Mike has been working with Traci to bring her up to date on Board events and Association happenings. Part of the goal of filling this position is to consolidate all of the Association information into one place so that as people in Board positions change or personnel within the Association change, everything will be in one place and updated. A new laptop computer and printer/fax/copier was purchased to enable the Association’s information to be mobile while at the same time be consolidated. Mike will be working with Traci in the upcoming months to make a smooth transition. New Business Rex reported that the Association has received a Scholarship request from Jim Elwood. Previously Jim had requested financial assistance from the Board for travel expenses he was incurring on his goal to the Chairman of AAAE. At that time the Board said they would look at this request on an annual basis to determine what amount of financial assistance they could fund. In 2004, the Association donated $1,500.00 and Jim is requesting the same amount this year. After some discussion, the Board agreed to continue to support this scholarship request. Travis Vallin discussed the fuel tax issue. Lori Fox with United Airlines called Travis and they would like to look at ways of reducing the airlines risk to rising fuel costs as well as additional aviation fuel taxes.. Lori wants to run a proposal to the House and Senate transportation committee for their review this summer. This proposal will affect the airlines and the airports. The consensus is to not support a cap on it but possibly look at a cap if it could be increased periodically over a certain time period. Because this issue is highly volatile Travis also asked for Board support to put together a subcommittee from CAOA to review what this proposal is in detail and have input at its inception. The Board offered their support to Travis and asked him to report to the Board on any progress. A subcommittee will be coordinated to help review and track this important issue. Election of the Board of Directors Mike Reisman reported that there will be an election held at the General Membership Meeting on June 10, 2005. At this time the Association officers are not up for re-election, however, there are two seats for each of the following categories: Commercial Service, Corporate Member and General Aviation. There has been interest expressed for all of these positions including individuals that are currently serving on the Board. The next Board Meeting will be held Wednesday, August 24, 2005. If there is a change to this date, Rex will let the Board know. Aviation summit- Travis is working to coordinate with Congressman John Salazar and Senator Ken Salazar to host an aviation summit sometime this fall. This would allow airports to identify key issues to the Congressman and Senator as well as provide information for each of them on the importance that aviation plays in their local communities. CDOT will also be hosting Congressman Bob Beauprez and CDOT Executive Director Tom Norton on their visit to the FAA Denver Center on July 6 to provide a more detailed report on the importance of the Mountain Radar Study currently underway. A motion to adjourn was made by Ron Dent. Janell Barrilleaux seconded the motion. Motion passed unanimously.
