<p>The Airport Operations Agent position is an excellent career opportunity with the Colorado Springs Airport (Airport), which serves more than two million passengers annually and is located at the base of the majestic Pikes Peak. This position oversees and coordinates the Airport&#8217;s airfield operations and maintenance activities.</p>
<p><strong>Responsibilities include the following: </strong></p>
<ul>
<li>Conducting airport safety and security inspections, including runway and taxiway surface conditions and lighting in order to assure federal, state, and local standards are met</li>
<li>Notifying the maintenance sections of priority ground and terminal maintenance and repair requirements Coordinating the investigation/response to security violations in accordance with the Airport Security Plan</li>
<li>Coordinating airport emergency operations with tenants, FAA (Federal Aviation Administration), TSA (Transportation Security Administration), military, and aircraft rescue and fire fighting personnel</li>
<li>Implementing NIMS (National Incident Management System) and ICS (Incident Command System) during all emergencies in incident command role</li>
<li>Notifying and coordinating all airfield conditions with airport tenants, users, and the FAA</li>
<li>Coordinating winter weather operations and managing the snow desk</li>
<li>Tracking changes in the airport&#8217;s operational status</li>
<li>Coordinating aircraft parking and gate usage</li>
<li>Receiving and responding to concerns of the traveling public on matters that relate to parking, traffic congestion, ground transportation, terminal conditions, etc.</li>
</ul>
<p>The Airport Operations Agent supervises work on the airfield to maintain compliance with the TSA and FAA and may assist with the development and revision of the airport&#8217;s security and operations procedures. The candidate selected for this position must possess the ability to learn and apply FAA and TSA standards for airport operations.</p>
<p>This position will require knowledge of FAA and TSA standards for airport operations.</p>
<p>NOTE: The selected candidate must pass a fingerprint-based criminal history records check as required by the Transportation Security Administration.</p>
<p><strong>Minimum Qualifications:</strong></p>
<p>Bachelor&#8217;s degree from an accredited college or university with major coursework in airport management, aviation management, or a related field. Three years of full-time, increasingly responsible airport operations, maintenance, or management experience.</p>

<p><span lang="EN">Special Guest Speaker</span><span lang="EN">:</span></p>
<p><strong><span lang="EN">Dr. Ronald M. Sega – Colorado State University,  Vice President and Enterprise Executive for Energy and the Environment </span></strong></p>
<p>Mr. Ronald M. Sega is Vice President and Enterprise Executive for Energy and the Environment at both Colorado State University (CSU) and The Ohio State University (OSU).  He is also the Woodward Professor of Systems Engineering, Director of Graduate Studies in Systems Engineering, and serves as chair of the Sustainability, Energy, and Environment Advisory Committee at CSU and the President’s and Provost’s Council on Sustainability at OSU.  He holds a B.S. in math and physics from the U.S. Air Force Academy in Colorado Springs, an M.S. in physics from Ohio State University and a Ph.D. in electrical engineering from the University of Colorado.  Dr. Sega has authored and co-authored more than 100 technical publications, has served on numerous local, regional and national advisory and governance boards, and is a Fellow of the American Institute of Aeronautics and Astronautics (AIAA) and the Institute of Electrical and Electronics Engineers (IEEE).  A former astronaut, he flew aboard Space Shuttles Discovery (1994) and Atlantis (1996).</p>
<p style="text-align: left;">Key Note Address:</p>
<p><strong>Catherine (Kate) Lang – FAA, Deputy Associate Administrator for Airports</strong></p>
<p>Catherine Lang has served as the Deputy Associate Administrator for Airports since August 2003 after serving as the Director of FAA&#8217;s Office of Airport Planning and Programming for almost four years and the Deputy Director for two years.  Prior to joining the Airports organization, Ms. Lang served for three years as Chief of Staff to FAA Deputy Administrator Linda Daschle. Her first position in the agency, which she joined in 1992, was as Assistant Manager for the Policy and Systems Analysis Division of the Office of Aviation Policy and Plans.  Before coming to the agency, Ms. Lang worked for the City of Chicago as Assistant Commissioner of the Department of Aviation. Ms. Lang received a B.A. from Briar Cliff College and a M.P.S. from Loyola University of Chicago. She serves on the TRB&#8217;s Airport Cooperative Research Program Oversight Committee and is FAA&#8217;s Liaison to the Aero Club of Washington.</p>
<p><strong>Mayor Cecil Gutierrez – City of Loveland </strong></p>
<p>Cecil Gutierrez is a 31-year resident of Loveland, a veteran, educator, school administrator, and business-person. He has raised a family in Loveland, completed two distinguished careers, and continues to be active in the community. He moved to Loveland in 1976 to become Director of Bands at the then new Thompson Valley High School. Cecil retired in 1999 as Director of Bands at Loveland High School, culminating a 29 year career in music education. A graduate of Western State College in Gunnison, Mr. Gutierrez also received a Masters Degree at Colorado State University.  During twenty nine years as an educator, Mayor Gutierrez served as President of the Thompson Education Association, President of The Northeast Uniserv Unit of the Colorado Education Association, and Chair of the Instrumental Affairs Council of the Colorado Music Educator’s Association. Cecil continues to volunteer as a music adjudicator for concert and marching festivals, as a performance clinician, and mentor to young band directors.  Mayor Gutierrez brings planning and decision-making skills to the Loveland City Council gained through his military service. He served nearly twenty-seven years in the Army on Active Duty, and in the Reserves, and National Guard in a variety of leadership, staff, and command positions rising to the rank of Chief Warrant Officer. A good part of his military career included service in the Communications and Military Intelligence fields. The last ten years were spent as the Commander and Conductor of the 101st Army Band of the Colorado National Guard.  Since retiring as band director at Loveland High School, he has held the position of Group Sales Coordinator at Carlson Wagonlit Travel where he applies his organizational skills to provide groups with quality educational tour and travel experiences.  Cecil’s wife, Kay, is an artist and retired Thompson School District art teacher. They have two grown children and a granddaughter.</p>
<p><strong>Mayor Karen Weitkunat – City of Fort Collins</strong></p>
<p>Karen Weitkunat was elected as Mayor of Fort Collins on April 5, 2011.  She is no stranger to City Council as she previously served eight years on City Council representing District 2.  Additionally, she served four years on the Fort Collins Planning and Zoning Board and various other boards and committees including the Poudre Fire Authority, Downtown Development Authority and the Housing Authority.  Over the last four years she served on the Colorado State Housing Board and the Larimer County Planning Commission.   Prior to moving to Fort Collins in 1976 from Wisconsin, Mayor Weitkunat earned a Bachelor’s Degree in Secondary Education and taught in both Wisconsin and Colorado school districts.  The move to Colorado brought a change in careers when Ms. Weitkunat and her husband, Tom, purchased the Budget Host Inn in North Fort Collins. They spent 23 years in the hospitality industry, and over the last twelve years have been owners and operators of storage units in east Fort Collins.  Recreation is important if you live in Colorado. Playing with five very special grand children, gardening, reading and bicycling are great pastimes. Last year alone, the Mayor is proud to have logged over 1900 miles on her bicycle on the trails around Fort Collins – even after knee replacement.  Mayor Weitkunat truly enjoys living, working and playing in the wonderful climate of Colorado and especially in the great City of Fort Collins.</p>
<p><strong>James Thompson &#8211; Regional Director for Senator Michael Bennet</strong></p>
<p>Michael Bennet is a dedicated public servant with comprehensive experience as a businessman and in the public sector. As Colorado’s U.S. Senator, Mr. Bennett has supported legislation creating jobs and providing tax relief for Colorado families, supported our veterans and military families, and led the fight to restore fiscal discipline to Washington, fix our public schools, and protect Colorado’s agricultural heritage. Prior to serving in the Senate, Mr. Bennett was superintendent of the Denver Public Schools and chief of staff for Denver Mayor John Hickenlooper.  <span lang="EN">Senator Bennett was a Managing Director at the Anschutz Investment Company, where he managed the restructuring of over $3 billion in corporate debt. </span>He is married to Susan Daggett, a successful natural resources lawyer. They are the proud parents of three daughters, Caroline, Halina, and Anne.</p>
<p><strong>John Ackerman – Denver International Airport, Deputy Manager of Aviation and Chief Commercial Officer</strong></p>
<p>As Denver International Airport&#8217;s Chief Commercial Officer, John Ackerman is responsible for all revenue generating activities at North America’s largest airport.  His duties include optimizing existing businesses as well as developing new businesses to support the Airport&#8217;s strategic objectives, and he also oversees DIA&#8217;s South Terminal Redevelopment Program.  With a B.A. in Economics from Duke University, Ackerman began his career as a Marine Corps officer and aviator and eventually became a pilot with United Airlines.  Mr. Ackerman later held management positions with United Airlines and served as senior director of product management at Standard and Poor’s.  He is a member of the Civic Center Conservancy Board and a past President of the Lowry Community Master Association.</p>
<p><strong>Heidi  Ann Benaman – Faith Group, LLC, Project Manager</strong></p>
<p>Heidi Ann Benaman has over 26 years of experience working in the aviation industry.  She began her career working 10 years for the Pittsburgh International Airport and 12 years for the Portland International Airport (PDX).  Her airport experience includes Airport Operations, Security and Emergency Management/ICS training.  Ms. Benaman transitioned into the consulting field and joined Faith Group, LLC in 2006 and has spent the past four years involved in airport Safety Management System design and development.  In 2008 she served as Project Manager and completed two of the FAA airport Safety Program Manual pilot studies for the Sacramento International Airport and Jackson Evers International Airport and was part of the Seattle Tacoma International Airport FAA Safety Risk Management Follow On Study.  In 2009 she served as Project Manager for the Cheyenne Regional Airport’s Safety Program Manual Pilot Study and is currently the Project Manager for the Implementation Study in Cheyenne.  Ms. Benaman obtained a degree in Aviation from Allegheny Community College and a degree in Journalism from the University of Pittsburgh.  She is certified by IATA for completing Advanced Safety Management System training and is a licensed commercial pilot, instrument rated, and certified flight instructor as well.</p>
<p><strong>Stephen Barrett – Harris Miller Miller &amp; Hanson Inc., Director of Clean Energy</strong></p>
<p>Stephen Barrett is HMMH’s Director of Clean Energy.  He has nearly 20 years of experience in environmental and regulatory consulting and project management. Most recently, Mr. Barrett has been focusing on renewable and sustainable initiatives, including in the siting, design and financial analyses of wind, solar, and geothermal projects, and sustainability planning and LEED analysis.   He is presently active in evaluating renewable energy generation projects for the aviation industry.</p>
<p><strong>John P. Bauer &#8211; FAA, Manager, Denver Airports District Office</strong></p>
<p>John Bauer is currently the Manager for the Denver Airports District Office.  He is responsible for overseeing the Airport Improvement Program including, engineering, planning programs, compliance, fiscal control, and environment planning activities for Colorado, Utah and Wyoming.  Mr. Bauer has been with the Denver Airports District Office since 1996.  He has held the positions of Assistant Manager, Project Manager, Compliance Specialist, Wyoming State Engineer, Utah State Engineer, and Utah/Wyoming Airport Planner.  Mr. Bauer received a Bachelors of Science Degree in Civil Engineering from Colorado State University in 1995. </p>
<p><strong>David C. Gordon, A.A.E. – Colorado Department of Transportation, Director, Division of Aeronautics</strong></p>
<p>Dave Gordon was appointed Director of the Colorado Division of Aeronautics in April 2010.  Prior to that he was the Airport Director at the Fort Collins-Loveland Municipal Airport from August 2002 to April 2010, and worked as the Airport Director and Special Projects Coordinator at the Aspen/Pitkin County Airport from May 1999 to December 2001.  Mr. Gordon was the Airport Manager at the Jeffco Airport in Broomfield, Colorado, from 1974 to 1998.  He was appointed by Colorado Governor Roy Romer to a three-year term on the Colorado Aeronautic Board of Directors from 1996 to 1999.  He is a founding Director and Past President of the Colorado Airport Operators Association.  He is also an accredited member of the American Association of Airport Executives, and served on their National Board of Examiners.  Mr. Gordon served as Vice-President of the Northwest Chapter Board of the American Association of Airport Executives; and served on the Boards of Directors for the Jefferson County Economic Development Corp., Broomfield Economic Development, and the Broomfield Chamber of Commerce.  He was one of the “50 for Colorado” in the Business Leadership Class for the Colorado Association of Commerce and Industry.  Mr. Gordon also received an FAA Airport Environmental Award and holds a Bachelor of Science Degree from Purdue University.  He is a licensed pilot and has an FAA Aircraft and Power Plant license.  He and his wife, Connie, have three grown children.</p>
<p><strong>Keith Hansen, Esq. – Allegiant Travel Company, Manager, Airport Planning</strong></p>
<p>Keith Hansen graduated from Brigham Young University with a degree in English Literature in 2006. Shortly thereafter, he attended the William S. Boyd School of Law at the University of Nevada Las Vegas, graduating in May of 2009. While in law school, Mr. Hansen received various honors awards for his work in Mediation and Negotiation, as well as Pre-trial Litigation. He was a member of the inaugural Mediation and Negotiation clinic at the William S. Boyd School of Law and is certified to mediate cases for Nevada&#8217;s Neighborhood Justice Center as well as the United States Bankruptcy Court for the District of Nevada. Upon graduation from law school, Mr. Hansen accepted employment at Nevada&#8217;s largest litigation law firm, where he practiced medical malpractice defense, as well as premises liability for hospitals and small businesses. Additionally, after graduation he was invited to return to the Boyd School of Law as an adjunct professor where he taught Negotiation and Mediation and supervised the Mediation Clinic.  In July of 2010 Mr. Hansen left full-time litigation and joined Allegiant Air as the Manger of Airport Planning.</p>
<p><strong>Norm Higley – Denver International Airport, Director of  Environmental Services</strong></p>
<p>Norm Higley has worked in the environmental and natural resources profession for more than 25 years. He has been an environmental consultant and an environmental attorney. Mr. Higley has also worked for the U.S. Geologic Survey and the Nebraska DEQ.  He taught a graduate level course in environmental law at the University of Denver, and was on the Colorado Hazardous Waste Commission for five years.  Mr. Higley has worked on environmental matters for the Denver airport system and other Colorado municipalities since 1988, and started in his new position as DIA’s Director of Environmental Services in April of this year.</p>
<p><strong>Don Hunt –  Colorado Department of Transportation, Executive Director </strong></p>
<p>Don Hunt was appointed Executive Director for the Colorado Department of Transportation in January 2011.  Mr. Hunt spent the previous 11 years as the president of the Antero Company, a project development and management firm, consulting for both the private and public sectors, and was also appointed to manage the Better Denver Bond Program.  Don worked 25 years with BRW, Inc., a national transportation and urban development consulting firm, as the principal for transportation and urban projects.  During the last ten years of with BRW, he was President/CEO and served as a transportation team member for the White House Comprehensive Design Plan and Memorial Core Transportation Study in Washington, D.C., as well as chair of the Joint Venture Board for the design of the Salt Lake City light rail system. In Colorado, he was also involved in planning for the redevelopment of the Stapleton International Airport site as well as numerous other public works and infrastructure projects in Denver, Colorado Springs and Arapahoe County.  Mr. Hunt is on the Board of Directors of the Denver Union Station Project Authority and has also served in a variety of positions with organizations in the Denver Metro area.  He graduated from the University of Minnesota with dual degrees—a Bachelor of Environmental Science and a Bachelor of Landscape Architecture.  He received a Master of City and Regional Planning from Harvard University.  He and his wife Diane reside in Denver and Summit County. </p>
<p><strong>Doug &amp; Annell Kuelpman – ADK Executive Search, President &amp; Vice President</strong></p>
<p>Doug and Annell Kuelpman founded ADK Executive Search in 2003 with the goal of providing <span lang="EN">a professional, quality-driven executive search process that caters exclusively to the airport management community.  Mr. Kuelpman began his aviation career 35 years ago and is acquainted with all facets of aviation from being a pilot, to working for the FAA in Airport Planning and Design, to senior management in a maintenance and overhaul environment, to an airport manager, and to the largest impact on his life—Vice President at UPS Airlines as part of the executive staff that started the airline in the 1980s.    He was an integral part of one of the largest airport facility expansion projects in the U.S. in recent years at Louisville International (over $1B dollars).  Ms. Kuelpman was a recruiter and trainer in her previous career with professional training in personality assessments and interview techniques.  Together they bring years of leadership skills, strengths, and experience to the workplace.  They perform </span>searches for executive level management at airports, striving continually to exceed client and candidate expectations and are committed to providing the highest level of service in delivering results in the recruitment and development of leadership teams.</p>
<p><strong>Dennis McGraw, CWB – SEH Natural Resource Practice Center – Western Region, Senior Wildlife Biologist</strong></p>
<p>Dennis McGraw has more than 13 years experience as a wildlife biologist including several years with a non-profit wildlife conservation group as a Land Manager and Regional Director focusing on large-scale terrestrial habitat improvement projects with state agencies. Mr. McGraw is a Certified Wildlife Biologist and Natural Resource Specialist responsible for conducting Wildlife Hazard Assessments and Wildlife Hazard Management Plans for SEH aviation clients. He also assists with the development of NEPA documentation, including Categorical Exclusion Evaluations (CEE), Environmental Assessments (EA), and Environmental Impact Statements (EIS) for the public and private sector. In addition, he is also responsible for the following types of studies needed to develop the NEPA documentation: wetland delineations, surface and groundwater studies, habitat assessments (terrestrial and aquatic), threatened and endangered species surveys, and land use studies.  Mr. McGraw also prepares wetland and wildlife mitigation plans, permit application packages, and leads agency coordination meetings.</p>
<p><strong>Keith Reester, Jr. – City of Loveland, Director of Public Works; President, Colorado Chapter of American Public Works Association</strong></p>
<p>Keith Reester is the Public Works Director in Loveland and has been with the City for over eight years. Before coming to Loveland, he spent his work career private sector as a consultant to a national client base in the design and construction industries; prior to that he was with Waste Management, the world’s largest solid waste and recycling company in Boston and throughout New England.  Mr. Reester also still provides consulting services throughout the U.S. to clients assisting them in strategic planning, business change, and sustainability.  In 2007 he spent five weeks in Australia representing the United States on behalf of the American Public Works Association and the Eisenhower Institute as a Randolph Jennings Fellow.  In December he was named a 2007 Industry Trendsetter by Public Works Magazine for his work on replacing the Baby Boomers in the technical workforce.   Mr. Reester is a member of the American Public Works Association’s Center for Sustainability.</p>
<p><strong>Bruce Tarletsky – Sabre Airline Solutions,  Director of Airport Consulting  Services</strong></p>
<p>Bruce Tarletsky has been the Director of Airport Consulting Services with Sabre since 2005.  His primary focus is on assisting communities with air service-related and airport marketing-related issues, specifically in developing strategies to attain new or improved air service, forecasting new route opportunities, and identifying regional traffic and revenue leakage.  Mr. Tarletsky has over 30 years of marketing experience, of which the past 18 years have been in the aviation/airport industry on both a national and global level.  In his current role in the niche leisure carrier arena, he has participated in most every major niche air service win for Sabre clients.  His Air Service Development highlights include receiving a national leadership award for outstanding leadership and exemplary service on behalf of the U.S. Region Airport, Airports Council International-North America.  He was instrumental in securing the second largest federal grant awarded in the U.S. for the City of Lincoln, Nebraska, through the Small Community Air Service Grant in 2004 of $1.2 million.  Through his affiliation with the Airports Council International-North America, he contributed to the direction airports were taking in developing marketing and communication programs and budgets, and he has served as that organization’s Chairman of the Marketing and Communications Steering Committee in Washington DC.  He was founder of an internationally regarded air service conference, JumpStart, that he began in 1996.  Mr. Tarletsky hold a B.S. in Marketing Research from The Pennsylvania State University.  He currently resides in Lincoln, Nebraska, but fondly refers to Colorado as home.</p>
