John Putnam is a partner of Kaplan Kirsch, where he represents airports and other transportation providers nationwide. He rejoined the firm following senior roles in both state and federal government, including as General Counsel of the U.S. Department of Transportation and Director of Environmental Programs at the Colorado Department of Public Health and Environment.  Most recently, John served as Senior Advisor to the Colorado Department of Transportation, where he was the Governor’s Chief Negotiator for the renegotiation of the Moffat Tunnel lease and advised on rail and transit policy. John is a trusted legal strategist with deep expertise in infrastructure, transportation, and environmental law.
